Palmer expansion debate focuses on impact to low-income housing

Change could be coming to the area around the Palmer College campus. The Davenport City Council looked at plans to rezone residential properties near the campus to make room for an expansion. Palmer wants to build a new athletic field and campus edge area on the east side of the college.  To do that 75 residential properties must be demolished and some of those belong to low-income families.
