Ulster County legislators on Tuesday approved a tax-relief plan for a company planning to buy two senior-citizen apartment buildings in the city of Kingston. The 16-5 vote to approve the 35-year payment-in-lieu-of-taxes agreement came despite the objections of a number of city residents who said the request was being rushed and would hurt other city property taxpayers.
